For connecting to Jira by Soap protocol i use python module suds,
in perl we have JIRA::Client module, but i cannot use set_custom_fields and invoke jql with this module,
but i found perthon by Damian Conway's http://perthon.sourceforge.net/
it's very intersting and good program,
I was even able to convert several procedures from python to perl,
it is not full prepared notes, but i try to prepare well
